Borno State Governor, Babagana Umara Zulum, has instructed the Head of Service, Barr. Mallam Fannami, to ensure the capture of biometric data for all state civil service staff before the end of February.
The directive was issued by Governor Zulum during an interaction with teachers from Zanna Umarti Primary School and Government Secondary School in Damasak town on Tuesday. Zulum expressed concern over the current biometric data capture process and directed its termination by the end of the month. He also urged the Head of Service to explore alternative methods for verifying information from civil servants.
Addressing the issue, Governor Zulum stated, "This issue of biometrics is becoming worrisome. Once someone has a BVN or NIN, I think it is okay. We have to stop these biometrics." He emphasized that all biometric exercises should be completed by the end of February, and from March 1st, no further biometric exercises would be conducted.
Zulum highlighted the availability of other methods to identify duplication in the system, mentioning the use of valid account numbers, linked BVNs, and NINs for authentication. He directed the Head of Service to convey approval to the Ministry of Finance and the biometric unit to conclude all pending exercises by the end of February.
Expressing concern for civil servants, especially teachers, Zulum noted that the current biometric exercise causes undue stress, with teachers having to leave their duty posts to meet deadlines.
